Job Announcement Consultancy for Translator of LDM Project

Kampuchea Action to Promote Education (KAPE), a local NGO based in Kampong Cham, seeks a National Candidate to provide Translation services for technical assistance to support phase two of the MoEYS Leadership Development Program. This initiative, stemming from a MoEYS Functional Review and Gender Audit, aims to develop the capacity of MoEYS staff at both central and subnational levels. Launched in 2021, the program reflects the Ministry’s commitment to an inclusive workforce and effective leadership.

 

KAPE needs a Translator, to support the translation or amendments being made to the Elective Leadership Development Courses to ensure suitability for the subnational level. Two key documents are already available in Khmer language and hence for these parts the translator will only be required to adjust and make additions to the existing materials, rather than translating the whole document. 

 

Timeframe: The assignment needs to start as soon as possible with all initial manual translation work to be completed by week one of November in accordance with the following schedule:

There is a reference document from phase 1, although the material has been reordered to fit the current format, and additions and adjustments made.

 

Any review work required must be completed by 28 November 2025.

Note: We would greatly appreciate it if you could complete the translation as early as possible.

 

Contract Restrictions: KAPE is unable to recruit individuals paid by the government for this assignment, unless they are able to prove they have postponed their service for the service period, due to donor compliance regulations.

Should an institution apply for this contract they will be required to supply registration documentation and to adhere to local government requirements, including the payment of salary tax.

 

Staff Location: The position can be based anywhere, but the consultant should be prepared to attend at least 6 face-to-face meetings in Phnom Penh, at their own cost. They will also need to provide signed contractual documents to the KAPE office in Phnom Penh or Kampong Cham.

Requirements:

  1. At least a bachelor’s degree required, preferably a Masters
  2. At least 3 years’ experience of translation from Khmer to English and English to Khmer
  3. Previous Experience of working on or translation of Leadership Development materials highly advantageous
  4. Experience of working on or translating materials for the Education sector in Cambodia highly desirable
  5. A sample of translation of at least 4 pages of recent English to Khmer translation should be submitted, as part of the application procedure

 

Payment: payment will be made as follows:

  • 20% for the completion translation manual 1
  • 30% for the completion of manual 2,
  • 30% for the completion of manual 3 and,
  • 20% for adjustments required. 

 

Interested candidates or institutions should submit the translator’s CV (maximum 3 pages) and three (3) references, as well as a sample of English to Khmer translation of at least 4 pages, and a short cover letter including expected remuneration for the whole assignment, no later than 20 August 2025, at 5:00 PM.
