Organization Background:

Kampuchea Action to Promote Education (KAPE) is the largest local NGO in Cambodia's education sector. We are a nonprofit organization that implements projects and research at all levels of the sector, with beneficiaries in primary schools, secondary schools, and tertiary programs. KAPE’s primary development objective focuses on promoting improvements in the formal education system in 3 main areas: (i) Educational Access, (ii) Educational Quality, and (iii) Governance. Based on the agency’s experience, investment in access and quality often has only muted effects if educational institutions lack good governance and accountability; thus, KAPE’s primary objective focuses on improving good governance in schools as the linchpin to our strategy to improve educational access and quality.

Project Background:

Improving Digital Education for All Learners (IDEAL) is a 3-year project (Apr/2024-Dec/2026 that describes a set of program interventions that are designed to promote digital education in 12 state schools that are located at multiple levels, including primary, lower secondary, and upper secondary. The project proposes a rights-based approach to not only increase students’ digital skills but also promote the regular use of technology in students’ everyday learning (known as ICT in Education), particularly where this concerns literacy and numeracy. The project will build on the extensive work already done by KAPE and others in the area of digital education and will bring to bear many cutting-edge digitally based learning programs in Khmer Language, Mathematics, and English. In addition to significant investments in computer labs and 21st Century Libraries with M-learning services, the project will also create an operating environment that is conducive to high utilization of these investments including the use of school-based mentors to support teachers, support for children’s/student councils to ensure students have a voice in project operation, and management support for school directors. The project will also promote the adoption of policies that promote digital learning as well as community engagement in these changes at the local school to increase parents’ awareness of digital learning opportunities and ensure their support in a post-project environment.

KAPE is seeking qualified candidates (Cambodian only) to fill several positions for the IDEAL Project funded by ChildFund Korea. This position will be based at NGS Prek Leap High School in Phnom Penh and will involve frequent travel to Kandal Province. The project is scheduled to start from April 2024 to December 2026.

1.    Project Officer (Digital Literacy) (02 persons)

The salary scale will range from 2,400,000 Riel - 2,700,000 Riel

Main Duties:

  • Review the project proposal to the donor, the budget and work plan, and other relevant documents to gain the necessary background on the project;
  • Research on Digital Literacy, ICT in Education, Digital Transformation, 21st Century Skills, and other relevant documentation of digital education in primary and secondary schools to improve preparedness to implement the project;
  • Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals;
  • Work with the EdTech Coordinator and the project team members to develop an annual work plan for general use in the project as well as integrate it with the M&E work plan;
  • Support in planning, delivering, and overseeing the training for school administrators and the training to ICT teachers within the target schools;
  • Work closely with EdTech Coordinator to identify teachers and also provide them with technical support with regard to digital literacy and ICT in education;
  • Revise the work plan as necessary, based on changes in programming and context;
  • Coordinate project implementation with the school management, local government and community leaders;
  • Ensure close coordination and communication with counterparts working at the Ministry level, Provincial and District Offices of Education so that there will be effective troubleshooting when problems arise, and also strong ownership of the innovations developed by the project;
  • Coordinate the organization of assessments relating to digital literacy, ICT in education and ;
  • Coordinate the implementation of the project according to the work plan and implementation framework developed for the purpose;
  • Work with the EdTech Coordinator in reviewing the existing digital literacy curriculum and the development of its training manuals in general pedagogy and the Cambodian context;
  • Work closely with the EdTech Coordinator in planning, implementation, and follow-up of technical workshops;
  • Organize training workshops and awareness raising in digital literacy as well as other topics according to the approved work plan;
  • Identify measures to strengthen the sustainability of project activities at all levels;
  • Keep minutes of all meetings involving local stakeholders;
  • Work together with the EdTech Coordinator in developing constructive partnerships with the Technical Working Group and other NGOs working on digital literacy/ICT in education to share resources, experiences, and knowledge;
  • Coordinate developing pipeline budgets that help ensure a smooth flow of funding for project activities;
  • Make travel requests and other administrative tasks relating to the implementation of the project;
  • Review all financial transactions for the implementation of the project as the need arises and ensure that procurements are carried out according to the established policies of the agency;
  • Coordinate with the M&E Officer to establish pre-and post-tests for the competencies of digital literacy among teachers, students and other end beneficiaries;
  • Work closely with the M&E Officer and the Edtech Coordinator to ensure that all project indicators are being monitored regularly and that data collection is regularly occurring;
  • Work collaboratively with the M&E Officer and the EdTech Coordinator to develop monitoring and data collection schedules to oversee the proper implementation of the project;
  • Follow up with all target schools for relevant activities.
  • Provide reports and data for purposes of regular reporting about the quality of project implementation and the achievement of objectives;
  • Document best practices and lessons learned during fieldwork and share with other project-relevant staff;
  • Attend all staff meetings as might be required by agency management;
  • Perform other duties as assigned by direct and indirect supervisor.

Requirements:

  • A Bachelor's Degree in Computer Science, IT, Digital Learning, or other related fields;
  • At least 2 years of experience working in the formal education sector;
  • At least 1 year of experience in providing training or workshops to teachers;
  • Have relevant experience in ICT in education or digital literacy;
  • Knowledge of project work methods and their applications to ICT;
  • Knowledge of digital platforms and software, such as Microsoft 365, Kobo Toolbox, or other online forms;
  • Ability to work in a school context and with teachers, children, youths, and communities;
  • Ability to work well with the government education system;
  • Flexibility and teamwork orientated;
  • Supportive with good problem-solving skills.

 

2.    M&E Officer ) (01 person)

The salary scale will range from 2,400,000 Riel - 2,700,000 Riel

Main Duties:

  • Review the project’s M&E framework, Key Performance Indicator (KPI), work plan, and other relevant documents to gain the necessary background on the project;
  • Do research on M&E tools, and new technology such as mobile data collection, online databases, and so on;
  • Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals;
  • Work with the Project Officers, M&E Manager, and EdTech Coordinator to develop the integration of Work Plans with M&E Plans;
  • Work closely with EdTech Coordinator and M&E Manager in developing standard monitoring tools in Khmer and English for quarterly/annual reports and tracking project progress to ensure timely delivery of outputs;
  • Ensure that all the key deliverables and KPIs are being monitored regularly and that data collection is occurring regularly;
  • Develop monitoring and data collection schedules to oversee the proper implementation of the project;
  • Work with Project Officers, and EdTech Coordinator to collect baseline/endline data and other information in accordance with project indicators;
  • Review, clean, and enter all data collected from project field offices using standardized spreadsheets and databases;
  • Provide technical assistance in using standardized spreadsheets and relevant data collection tools;
  • Work closely with DoE/PoE, NGO partners, and project staff to ensure regular collection and submission of relevant data required for the data management system;
  • Collect and store all MoEYS EMIS Data and relevant Educational Research Data;
  • Organize M&E training for project staff and relevant stakeholders in using and managing the monitoring and evaluation system of the project;
  • Make travel requests, and other administrative tasks relating to the implementation of the project;
  • Assist in writing reports and collecting data to ensure regular reporting on the quality of project implementation and the achievement of objectives;
  • Establish and manage relationships with other NGOs, government officials at the district and provincial level, and local educational authorities;
  • Perform other duties as assigned by direct supervisor.

Requirements:

  • A Bachelor’s Degree in a relevant field (e.g. education, development, or management) or equivalent;
  • At least 2 years of experience working in the formal education sector and/or school development;
  • At least 2 years of experience with M&E;
  • Have relevant experience in ICT in education, digital literacy, and MIS;
  • Knowledge of project work methods and their applications to ICT;
  • Knowledge of digital platforms and software, such as Microsoft 365, Kobo Toolbox, other online and offline survey forms, etc;
  • Ability to work in a school context and with teachers, children, youths, and communities;
  • Ability to work well with the government education system;
  • Ability to monitor project implementation based on the agreed indicators with the donor;
  • Flexibility and teamwork orientated;
  • Supportive with good problem-solving skills.

 

3.    Project Assistant Officer (01 person)

The salary scale will range from 1,700,000 Riel - 1,878,000 Riel

Main Duties:

  • Review the project proposal to the donor, the work plan, and other relevant documents to gain the necessary background on the project;
  • Research on Digital Literacy, 21st Century Skills, and other relevant documentation of digital education in lower secondary schools to improve preparedness to implement the project;
  • Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals;
  • Assist the project officers and project manager to develop a work plan in collaboration with the technical working group and other stakeholders;
  • Assist and coordinate project implementation with the local government and facilitate communication with the target schools and local authorities;
  • Ensure close coordination with counterparts working in the Ministry so that there will be effective troubleshooting when problems arise, and also strong ownership of the innovations developed by the project;
  • Assist project officers and EdTech Coordinator in conducting any training in Digital Literacy, and ICT in Education for teachers in the target schools;
  • Assist project officers in preparing and organizing consultative workshops on other related topics in the target schools and ensure that all participants and stakeholders understand and use all the training materials and tools in teaching and learning activities;
  • Work closely with the EdTech Coordinator and supporting team members from KAPE headquarter in the implementation of other relevant activities;
  • Keep minutes of all meetings, including those involving the Technical Working Group comprised of the Department of Information Technology and KAPE technical teams;
  • Maintain good communication between the TWG, MoEYS, and the project team;
  • Make travel requests, and other administrative tasks relating to the implementation of the project;
  • Prepare budget requests for implementing project activities according to the budget line and work plan;
  • Work closely with Project Officers and M&E Officer to ensure that all project indicators are being monitored regularly and that data collection is occurring regularly;
  • Assist Project Officers and EdTech Coordinator in preparing quarterly reports, and annual reports;
  • Document best practices and lessons learned from training and workshop and share with other project-relevant staff;
  • Perform other duties as assigned by direct or indirect supervisor.

Requirements:

  • A Bachelor’s Degree in a relevant field (e.g. education, development, or management) or equivalent;
  • At least 1 year of experience working in the formal education sector or project management;
  • Have relevant experience in ICT in education or digital literacy;
  • Knowledge of project implementation and coordination;
  • Good administrative skills for managing an education development project;
  • Ability to work in a school context and with teachers, children, youths, and communities;
  • Ability to work well with the government education system;
  • Flexibility and teamwork orientated;
  • Supportive with good problem-solving skills.

 

4.    Project Finance and Admin Officer (01 person)

The salary scale will range from 2,880,000 Riel - 3,180,000 Riel

Main Duties:

  • Record and settle advances, transfer funds, expenditures, and other transactions in the Quickbook system.
  • Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities.
  • Review all financial guidelines from ChildFund Korea to ensure the smooth operation of budget expenditures and management.
  • Monitor ChildFund Korea's budgetary position compared to expenditures to ensure that expenditures are properly charged and all documentation is completed, recorded, and stored.
  • Make sure that all relevant documents are reviewed and properly adjusted.
  • Post all transactions in Quickbooks.
  • Cut/Follow outstanding advance of staff by each donor by month and keep the documents of outstanding advance in a shared folder.
  • Remind the project staff about the outstanding advance that they are late to liquidate.
  • Prepare the production of all financial reports monthly or quarterly based on donor requirements, including transaction records, bank reconciliations, balance sheets, trial balance, cost sharing, cost allocation plan (where required), and other financial documentation that may be requested.
  • Oversee cash on hand and cash in the bank, manage bank transactions, including cash deposit and withdrawal.
  • Prepare monthly bank reconciliation.
  • Prepare quarterly reports.

  • Good communication with all project teams, departments in KAPE, stakeholders, partners, and ministry.
  • Work closely with project team, admin, community, and other stakeholders
  • Good attitude with all staff in KAPE, community, and other relevant partners.
  • Review/Prepare project staff timesheet and schedule every month.
  • Check Perdiem payment of project staff's every day and month.
  • Make monthly work plan to Senior Finance Officer at the beginning of the month.
  • Perform other duties as might be determined by the supervisor.

Requirements:

  • A bachelor’s degree in business administration with a major in accounting and finance or other relevant fields;
  • Minimum 2 years of experience in a Finance and Administration position;
  • Knowledge of financial systems and implementing internal controls;
  • Confident/proficient in the use of QuickBooks - with advanced Excel skills;
  • Previous experience working in NGOs is highly desirable;
  • Ability to communicate in English is an advantage;
  • Flexibility and teamwork orientated;
